How do I get id of this on my computer??...?

I have windows 7 on a Toshiba Satellite laptops and everytime I'm online and I'm watching a video or something on the upper left corner of whatever video i'm watching there's this little box that has a picture of a laptop and a television screen and it says Open Target Device Panel when I put my mouse pointer on it and it won't go away even if I click on it and hit the X to close it out, it just reappears over and over and over.. and it gets in the way everytime my daughter is playing her little dress up games online.. how do i get rid of this for good?
