Nixon or Clintons- who abused power, the most?

You forgot to mention how Clinton use the IRS as his own personal attack dogs. He'd sick 'em on his political enemies with a grueling audit. Both Nixon and Clinton had an all-powerful despotic mindset that led them to commit their indiscretions, but in my opinion, Clinton was much worse than Nixon.
