How to make a nice aquarium with lights on? LED or flourcelent is better?

i already have 40 dollars. i need 35 dollars more to buy a 25 gallon tank. by the time i buy it, it would be around next two weeks. and by next week, i will have 75 dolars to buy it and i will order by delivery. so the delivery takes 1 week . at the one week time, i will need to buy decoration and fake plants. but i dont know what kind to buy? and even if i know, where to place the plants and deco? i mean at the way back touching the tank? or at the middle not touching the tank? or at the front? and recentlt i went to the qian hu fish farm in singapore... and they are selling the 24 dollars 28 LED bulbs ones and they said "for tanks up to 2 feet" and just in time i am buying a 2 feet tank next week but the tank will arrive at my house next 2 weeks. so should i buy that? or should i find the floursecent oones? because i wont be having any real live plants in my tank as i dont know how to take care of it. and also will the LED lights make my cardinal tetras stripe shiine? you get what i mean right? the stripe? okay if it can then its all right because all i want to see is something like when i am doing my homework and look at my tank... WOW! so relaxing and relieving stress from my brain. yeah! and especially if its on a stormy day... the house would be darker and when i on the lights, the tank would look even better! and especially at nnight, even better ... i can off the lights in the room and on the LED lights. woo and from far it will look better. sigh so thats what i want but i tried buying some 6cm small plastic plants and i bought 6 and put it in the tank but somehow it does not look anything like carpet plants. maybe i must have more because now my tank is a 10 gallon and i only have enough decorations and plants for a 10 gallon thats why i am buying more. but my only problem is i dont know how to make my aquarium look nice! no matter which direction i look, its always looking so dull even though there are at least 10 fake small plants inside. maybe its because in my 10 gallon tank, i dont have a lamp. i mean i dont have lights. because i did not bother to buy one till i got this idea of buying a 25 gallon tank then i thought of buying that 28 LED light clamp lamp. okay actually this question is quite a nonsense one because who would ever be so stupid to ask how to decorate a nice aquarium but i just think my tank looks dull. is it because i dont have a lamp? or is it because my tank background is dull?
